- ➤ The Village of Holmen has put new rules for electric bikes and scooters in place that require riders to be at least 16 and have a valid driver's license for bikes that exceed 20 mph while banning these vehicles on sidewalks except for mobility scooters. Holmen Police Chief Shane Collins said the changes, introduced after several accidents, will lead to fines from $100 to $800 — parents will be held accountable for violations by kids 12 and under.
